General Information

Home and Community Based Waiver for Older Adults

The purpose of the Medicaid Waiver for Older Adults is to enable individuals who are aged 50 and over who require long-term care services to remain in a community setting even though their advanced age or disability would warrant placement in a long term care facility. The Waiver allows services that are typically covered by Medicaid only in a nursing facility, to be provided to eligible persons in their own homes or in assisted living facilities.

The Medicaid Waiver for Older Adults, which is administered by the Maryland Department of Aging and a network of 19 Area Agencies on Aging, may provide services to low-income adults living at home or in licensed assisted living facilities, and are: at least 50 years old, have a monthly income of no more than 300% of SSI, have assets that are no more than $2,000, and qualify for nursing facility level of care.

Services provided under the waiver may include:

Assisted living services
Assistive devices
Behavior consultation services
Case management (administrative service through Area Agencies on Aging)
Dietitian / Nutritionist services
Environmental modifications & assessments
Family or consumer training
Home-delivered meals
Medical day care
Personal care
Personal emergency response systems
Respite care
Senior Center Plus

Waiver recipients are also entitled to receive the following services under State Plan Medicaid:

Disposable medical supplies
Durable medical equipment
Home health care
Limited pharmacy services
Medicaid acute, primary, & preventive services

Individuals living in the community who are interested in applying for the Waiver should add their name to the Waiver Services Registry. The number to the Registry is 1-866-417-3480 (toll free). The State will notify registrants as slots become available.

There is open enrollment to the program for interested nursing home residents whose stay has been paid for by Long Term Care Medicaid for 30 or more days. Applications are available by contacting the local AAA.

Reportable Events

In August 2005 the Waiver Reportable Event Policy went into effect. This policy applies to all waiver applicants, participants and enrolled providers. It establishes reporting requirements and time lines for significant events involving individuals applying to and enrolled in the program. The Reportable Event Policy was revised as of April 1, 2010. Medicaid Waiver Provider Information

If you are interested in providing one or more of the Waiver services listed above you may call (410) 767-1118 to request an application. All Waiver providers must be approved Medicaid providers and appropriately certified.

Personal care providers should review this memo regarding proposed changes to the personal care program.

Assisted Living Service providers should review DHMH Transmittal # 21 outlining a change in the reimbursement policy.

Personal Care Service providers should review DHMH Transmittal # 18.This policy requires the use of a revised personal care and nurse monitoring time sheets and introduces other new forms to be completed by nurse monitors. These forms may be found on the DHMH website.

Providers enrolled to provide Asssitive Equipment and Devices and providers enrolled Enviromental Accessibility Adaptations should review DHMH Transmittal # 23 DHMH Transmittal # 23. It describes a change in where these claims are to be sent for payment and provides other information pertinent to timely payment of these claims.

Monthly Employee List Reports - Every personal care agency provider enrolled under the Waiver for Older Adults Program are required to submit a completed listing of all current employees serving the Waiver clients.
